is "immediately reactivating a nuclear reactor idled since a 1994 crises that nearly led to war between the countries". (AP) NY Times, 13-Dec-02. Here is the response

Not much to say about this. George
Bush declared Iraq, North Korea and Iran members of the
"Axis of evil." Iraq is the softest target, and Iran the
hardest, so the North Koreans probably believe they will be
next after Saddam Hussein has been killed. If I were them, I
would believe my best chance to stay alive is to build as
many nuclear weapons as possible, as quickly as possible.
It is logical to expect this kind of behavior from all
Washington's enemies. These include Libya, Sudan, Syria,
Chechnya and Serbia.
